记者调查发现，滨水新城与天空城市的“牵手”相当迅速。2012年5月“相识”，6月签订战略合作协议，大约相隔一个月。漫长的专家论证则大多是在10月项目备案后开始的。
魏春雨与张跃有过多次合作，他认为张跃是一个理想主义者，建天空城市并非为了炫富。“远大不是房地产开发商，没有用银行的钱去牟取暴利”。
在魏春雨看来，众人关注的安全、技术问题并非核心，这些总有办法解决。他更关心的是，高楼与城市生活的融合，对整个城市、人的生活方式甚至是区域文化的影响。
“我有信心搞得成。”佘浩宇说，而且，所有手续也都会依法依规。

城乡规划局有关部门负责人告诉记者，由于天空城市的高度超出既有标准，区级建设部门可能没有足够的审查资格，审查工作将交给全国超限高层审查委员会。

双方“牵手”是在一个月之后。6月5日，望城区区委书记谭小平与远大可建公司签订了战略合作协议。
记者了解到，建设用地规划许可证只是建设项目审批的起步环节之一，公司还须向建设部门提交建筑物横向、纵向等剖面图。此后，项目的消防等文件要分别送往消防等部门审核，这些都涉及行政许可。
事实上，舆论关注的焦点，有时在评审会上集中爆发。今年参会的一位学者告诉记者，他与十几人一起参加过一次例行的评审会，但当时远大集团的核心领导没有出席，因为据说他们在北京做一个抗震的检测。

朱紫在村口开了一家餐馆，正好位于“天空城市”工地的边上。其实，工地北侧的小道就是进村的道路，村民开的商店或三四层的房屋都在路边。
令魏春雨担心的是，城市问题非常复杂，很难孤立地分析。建设天空城市，一方面，如果技术达不到要求可能会产生问题；另一方面，由于交通等配套设施不够完善，即使楼建成了，城市问题依然存在。
“第一次见面，他们说要建世界第一高楼，当时听了很惊讶。”苏侃也参与了首次见面，在他的印象中，来人比较务实，“聊了一两个小时，他们饭也没吃就走了”。

彼时，舆论对远大集团资金及技术的质疑，已持续了将近一年。
8月24日上午的工地显得格外宁静。记者在现场看到，一块“项目概况”的招牌与杂物一起堆在围挡边上，场内停着几辆挖掘机。工人生活区偶尔出现两三个身影，距此200米的地方有一处“人工盆地”：中间的地块较为平整，四周的土堆则比地面高出好几米,[link widoczny dla zalogowanych]。
进展缓慢的根源，很可能来自超限审查。此前曾有媒体援引匿名专家的消息称，天空城市的超限审查并不顺利，“还有很多问题没解决”。
